Through the analysis of international dimension, domestic dimension and Bay Area's own dimension, this paper summarizes the important contents of the Outline of Planning as one center, two objectives, three spatial layout, four guarantees, five positioning, six principles and seven key tasks. Through the analysis of these seven contents, the Outline of Planning is interpreted in detail. Cao pointed out that in order to integrate into the development of Guangdong, Hong Kong and Macao, we should pay attention to the top-level design and serve the national strategy; further improve the infrastructure network and enhance the integration level of the Bay Area; strengthen the industrial docking between Guangzhou, Guanzhou and Shenzhen, foster benefit sharing; jointly build an international science and technology innovation center, strengthen regional collaborative innovation; support the construction of key platforms to actively integrate into the development of the Bay Area; and constantly enhance mutual learning and mutual benefit sharing. Learn from the level and help the Bay Area develop by leaps and bounds. At the same time, we should continue to adhere to the four unshakable principles of innovation, manufacturing and city-building, transformation and upgrading, and cooperation between Guangzhou, Shenzhen and Hong Kong, so as to lay a solid foundation for the construction of "Bay City, Quality Dongguan".
